Yup, it's Makisig Morales, the singer/actor who plays Super Inggo in a TV series.
This is actually an advocacy poster from the National Book Development Board. This is part of its “Get Caught Reading” campaign to demonstrate the “fun side” of reading. When I saw the book Makisig was holding, I was like “That's one of my babies!" Shameless plugging hehehehe. Pero natuwa talaga ako, and proud at the same time.
